Phase I - Financial Management System
In coordination with the Department of Revenue Information Resources Bureau (IRB), the Massachusetts Child Support Enforcement (CSE) program had been struggling with a system design solution to achieve federal system certification compliance for two years. Heavy financial penalties were being imposed against the State program by the federal government for non-compliance with the system certification requirements. Additional penalties were to be imposed if PRWORA distribution requirements were not met by October 1, 2003. The problem was acute; seeking a solution, DOR/CSE looked to Protech Solutions for assistance to implement a federally compliant financial system in the role of a subcontractor to Unisys who had an existing contract with the commonwealth.
Protech initiated the Financial Management (FM) system implementation project in Boston in late February, just eight short months away from the deadline that could cost the Commonwealth millions of dollars in penalties. Protech proposed the solution to transfer the Federally Certified Oracle, Web-based, financial system, implemented for the State of Maine, to the Commonwealth to achieve compliance with federal requirements as well as provide the benefits of more modern technology to the end users.
The application was customized for implementation in Massachusetts to meet specific requirements. The system fully complied with federal collection processing and distribution regulations, as authenticated in the successful execution of the federal distribution test deck. FM also generated the federal reports, the quarterly collections report, the OCSE 34A and the annual performance report, the OCSE 157. Stored detail tables provided the audit trail for the summary federal report data. The child support financial management system was implemented statewide in Massachusetts and was operational the first day of the 2004 federal fiscal year, October 1, 2003. A final federal review was conducted in March 2004. Massachusetts was determined to be fully compliant with the PRWORA certification requirements.
Phase II- Enhancements
At the close of the warranty period for the initial project, Protech was contracted to provide system enhancements, added functionality, and support for the new FM Oracle system.

Under a new transition Statement of Work(SOW), Protech continued to provide services to the Commonwealth to maintain the operational system and develop system enhancement features.
