Description of Services Provided

The Performance Budgeting and Accountability System (PBAS)—The 82nd (1999) General Assembly of the State of Arkansas authorized and funded the Department of Finance and Administration (DFA) to implement a new integrated system encompassing a full range of accounting and financial management functions. A critical requirement of that system was the ability for the State to adopt performance-based justification methodology to the traditional biennial budgeting process. The competitive procurement process resulted in the State's purchase of the SAP R/3 Enterprise Resource Planning (ERP) system, which was intended to satisfy the important initiatives of performance based budgeting.

The State concluded that the functionality delivered with the it's ERP was insufficient to support the goals of the implementation relating to strategic planning, performance measurement, and reporting. Further, the system did not adequately support the State's needs for traditional biennial budgeting and annual operating plan preparation. In order to fulfill the legal responsibilities established in Title 19 of the Arkansas Code and based upon his vested authorities as Chief Fiscal Officer of the State defined therein, the Director of the Department of Finance and Administration authorized the DFA Office of Budget to pursue an alternative technical solution to address the missing functionality.

The State selected Protech Solutions, Inc. to provide a new system, which was developed using Microsoft .Net Technologies with an SQL Server as the database; it was an interface between the R-3 System (SAP ERP System). The data from the Financial Management and Human Resources modules was extracted into the PBAS system and used as the beginning budget data. After this data was processed under the required budget iteration, it was imported back into the R-3 system. Protech was asked to provide technical analyst, design, code, training, testing and quality assurance and project management resources.
