Description of Services Provided

Protech began working with the State of Maine in June 1997 and was instrumental in the full and unconditional federal certification of Maine's Child Support Enforcement System - NECSES (New England Child Support Enforcement System). Processes and programs were modified and enhanced to meet certification requirements.

From April 1998 to October 1998, Protech was responsible for several system enhancements and maintenance projects. In June 1999, Protech was contracted, under competitive bid, to redesign and rewrite the NECSES Child Support distribution subsystem for the State of Maine. Protech provided detailed system design, coding, testing/quality assurance, conversion, training and statewide implementation.

This design effort included extracting financial data from the mainframe and importing the data into an Oracle database and developing a GUI Interface to provide the users with a simplified view of distribution and disbursements.

The project was extended due to the implementation of welfare reform and the requirement to modify the distribution subsystem. As no additional funds were available, the contract was modified to delete certain tasks and add new tasks for PRWORA.
